Educational and Technology Fee

The Educational and Technology Fee (ETF) funds specialized instructional supplies, services, and other resources generally made available to students. Examples include information technology, classroom technology, software, and equipment crucial to maintaining the academic experience for our students. The ETF also allows NC State to embrace emerging opportunities that enhance the learning experience beyond what state funding allows, while remaining accountable to students, the university, and the state for return on investments.

ETF Use Guidelines

Based on UNC Regulation 1000.1.2.1 Regulation on Student Fees, we can provide the following guidelines on the appropriate use of ETF funds (section III.E):

Restricted uses of ETF funding

ETF may not be used to pay faculty salaries. These salaries are covered through appropriated funds. 

ETF funds are not a replacement for department or college funds that support personnel or equipment not directly related to student educational activities.ETF may not support general capital construction or renovation projects, except where directly tied to the installation or improvement of instructional technology infrastructure or equipment.

Acceptable uses for ETF funding

  • Instructional supplies and services for scientific, academic, and training equipment
  • Data processing equipment
  • Computer labs
  • Academic labs
  • Simulation labs
  • Library information systems
  • Classroom technology
  • WiFi and network connectivity that directly supports student learning and access
  • Software tied to the educational process that is directly used by students
  • Educational materials and supplies
  • Field trips and other experiential learning opportunities
  • Services that support student learning at the departmental, college or university level, such as: disability resources, tutoring, academic coaching, accessibility, IT support, and other academic enrichment programs directly tied to the academic success of students

Personnel expenses for employees who work with student educational programs and activities, to include IT staff, graduate assistants teaching laboratories or other educational activities. This does not include graduate assistants who are responsible for the class as the instructor of record.
